Delimitation and the Voters’ Roll: How is the Zimbabwe Electoral Commission Performing?

This Policy Dialogue series uses the framework of five Pillars to examine the key areas of the electoral playing field in Zimbabwe, contrasting these with regional and continental best practices. The five Pillars allow an audit of the electoral playing field ahead of the forthcoming elections and have been outlined in previous policy briefs. The first five webinars in 2022 were deeply disappointing looking ahead to the elections in 2023; in particular, the participants and discussants were in unanimity that there were serious problems with the voters’ roll (and access to it), and serious concerns were raised about delimitation. The contrasts with Kenya showed the discrepancy between regional and international best practices and the reality in Zimbabwe
