The voters’ roll can also be a method of exclusion, and, in past elections, we have seen that many potential voters have failed to become registered due to the complicated (and unfair) administrative requirements for registering. To some extent this has been remedied, but in reality, merely displaced to the difficulties involved in getting the necessary identity documents. This is not peculiar to Zimbabwe and has been seen in many American states, for example, with the requirement to produce a driving licence in order to vote, where many
American citizens, mostly Black or Latin American by origin, do not possess such an ID due to the fact that they do not drive nor own a motor vehicle.
